Config Folder with FILIST.QFI File Suddenly on Desktop

After closing Quicken 2009, I noticed a new folder had appeared on my desktop, called "Config". Inside there is a single file called FILIST.QFI.

What is this? Can I safely delete it or will doing that somehow screw up Quicken?
