New Jersey FLI

In addition to unemployment insurance and disability insurance deductions in NJ, which are a percentage of income and thus deductible as a state income tax, we now have a 3rd such deduction, FLI (Family Leave Insurance).

H&R Block's Home Edition doesn't have this as a separate code for box

14 on a W-2 and thus doesn't include the $26.01 maximum annual deduction into the state income tax deduction. I've called them twice about it, and haven't heard back.

Is this in face deductible as a state income tax payment? I feel, like unemployment and disability, it is because it's a percentage of our wages.
