Safeway's Blackhawk Stock Spinoff Taxable?

Last April Safeway spun off its stake in Blackhawk Network Holdings, Inc., issuing shares in Blackhawk to Safeway shareholders on a pro rata basis. At the time, Safeway advised us that this would most likely be treated as a "taxable dividend". However, no 1099-DIV has been forthcoming and I have reached a dead end trying to get through to Safeway and Computershare (their distribution agent).

Any other Safeway shareholders coping with this issue? Is the Blackhawk distribution taxable or not? Has anyone received anything definitive in writing?

Any light you could shed would be much appreciated as April 15 is getting uncomfortably close!
