If taxpayer is receiving a refund, but has a positive number on line 95 (use tax), how does it get paid? Line 111 says "add lines 94, 05, and 110", so it seems even though there is a refund (or credit to next year's taxes), taxpayer must still make a payment for the use tax. Is this nutty scenario correct?

never mind. the instructions for line 111 are more complex than that stated on form 540. Line 11 should simply say "see instructions", not what it says.
