If taxpayer is receiving a refund, but has a positive number on line 95 (use tax), how does it get paid? Line 111 says "add lines 94, 05, and 110", so it seems even though there is a refund (or credit to next year's taxes), taxpayer must still make a payment for the use tax. Is this nutty scenario correct?
