The IRS has been using the same wording for over 20 years. And yes, the
wording on the forms for "Single" and "Qualifying Widow(er) with
dependent child" do not match the wording in the actual tax code. The
form instructions for who is eligible to use Single or QW matches the
tax code. See IRC Sections 1 and 2.

indicates a slight variation for 2014 (most likely not related to OP's
original question).

will satisfy the joint filing requirement for purposes of the premium
tax credit if the taxpayer files a 2014 tax return using Married Filing
Separate status if the taxpayer:
• Is living apart from the individual’s spouse at the time the taxpayer
files his or her tax return,
• Is unable to file a joint return because the taxpayer is a victim of
domestic abuse, and
• Indicates on his or her 2014 income tax return that the taxpayer meets
the criteria under the above two points."
