Paternal grandparents have 2 grandkids living with them for the year, both under 12, they provide all the support for gkids. Maternal grandparents were awarded the custody of 2 gkids.
Do the grandparents(paternal) caring for the gkids have the right claim the dependency and custody for their tax return?

Assuming that the child's parents don't also live with the children at your home, then you would be the custodial parents and eligible to claim the children as dependents. Reason: you are the custodial parents as the children lived with you more than 1/2 of the year. "Custody" refers to where the children actually lived, not who is designated as custody by a Court.
