I missed a QCD this year because the change was so late.
But - is it possible to make a transfer that would be a QCD if the law allowed, but just a normal contribution if the law is not again updated?

Assuming the QCD rules are renewed for 2015 just as they were for 2014, yes. Follow the rules such as direct transfer from the IRA custodian to a qualified charity.
