I know someone that built three apartments an does not pay taxes on them cause he built them with out building permits or inspections done on the property. Thanks so much

If you're talking about property taxes, contact your local government (i.e. city hall) and ask to speak with the city assessor or treasurer. But it is pretty rare that anyone could evade property taxes, even if they built the properties illegally.
If you're talking about personal or business income taxes, Tte best way to do it is go to this link on the IRS website, fill out a Form 3949-A, print it out and send it to the Fresno, CA address. Here's the link:
