Why does my taxable amount on a rollover to a ROTH IRA show up on line 16B and not 15B on 1040 form?

I assume you mean a conversion, not a rollover. What type of account did the conversion amount come from?

If it was a Rollover, and if it came from another Roth IRA, did you check the IRA/Simple/SEP box next to box 7?

If you did, Go back five spaces, do not collect Go, do not collect $200. Uncheck it.

Based on your subject line, "Trad IRA to Roth," I assume that you did a conversion, not a rollover, from a traditional IRA to a Roth IRA. On the Form 1099-R that you received, the IRA/SEP/SIMPLE box should be checked. If the amount is showing up on Form 1040 line 16b, it's probably because you neglected to check the IRA/SEP/SIMPLE box when you entered the 1099-R into your tax software. If you check that box, the amount should move to line 15b.

This is the opposite of what Art Kamlet said, because he assumed that you did a rollover from one Roth IRA to another Roth IRA.

There would never be a taxable amount on a rollover from one Roth IRA to another, AFAIK.
