Is it possible to make the department field mandatory in the item master creation screen? Please let me know how this can be done.

In RMS there is not a way to make certain fields mandatory, although it should be, if you feel strongly that this option should be include make a product suggestion.
There are addons that are designed for Matrix Item creation, that allow you to designate certain fields as mandatory. MPlus
