Conversion to Roth IRA Counted as Required Distribution

I thought I saw information that for this year a required distribution from an IRA can be converted into a Roth IRA. I understand that previously any rollover to a Roth did not count towards the required distribution. Is this true? Does anyone have a source for it?

I have not heard of any such rule.

Moreover, the IRS today released this report. See Item G which is related to your question:

Interesting, but technically a Roth conversion isn't a rollover because tax is paid. My instinct says that the MRD can't be converted, but anything that is converted avoids future MRDs, so it should still be done....

I also found item "H" interesting.
