Dues reimbursement taxable?

I am a member of a local non-profit association. I paid my $70 dues to the national body, and the local body chapter sent me a $70 reimbursement check. Do I have to report this $70 as income on my tax return?

No - if you consider it a wash with the amount you paid.

However, ignoring the reimbursment while deducting the payment is BAD.

Is the payment of dues to a charitable/non profit organization a charitable and therefore deductible contribution? Specifically, dues payment to a 501 (c) 3, that asks for dues at different levels (member, member in training, emeritus member)?

If the payment is reimbursed, there's no deduction, so I don't see how the character makes a difference.
