Can someone who meets all of the EIC requirements and has no children, file and receive the credit if they earned $0 in 2019? Is there a minimum amount they must earn?

You have to have some earned income to get the Earned Income Credit. The amount of EIC depends on the amount of income. The minimum income is $1, but with very low income you will get very little EIC.

Yes, I found the EIC chart, and realized that. And, if you're self-employed, you'd have to complete a Schedule C. Not worth all the trouble for small amounts of earned income.
