how to declare this income

Got this question from my daughter:

I worked in the United States as an independent contractor (consultant) for 2014 and was paid from a company based in Japan. They wired money into my bank account every 2 weeks. On the Japan side, they say my payments are regarded as tax-free since I conducted services outside of Japan. However, they will not be issuing me a 1099 form. I assume this is considered foreign income, or what???

Anyway, how does she handle this!

Just reported it as (gross) self-employment income not reported on 1099s. It is not "foreign income", for most purposes, because it is apparently not subject to foreign (Japanese) taxes.
