No energy credit for a new gas boiler?

Last year in Feb i had a new gas boiler installed to replace my 30 odd year one. This year i was trying to see what type of credit would be allowed that i could claim. The cost of the boiler was $5333 tax included... IRS said i cannot claim credit cause at a 8.3 % efficiency, it did not match 90% required. I realized then that maybe i could not claim 30% credit for that percentage, but at least i should get something. Four years ago, I had 4 brand new windows installed at $2000 total, and got at least $200 for that...Why Zilched for $5333?

Because Congress wanted to give the credit to taxpayers who installed water heaters and furnaces with a high thermal efficiency. Initially, the required AFUE rating for a water boiler was set at 95%. It was lowered to 90% for units placed in service after 2/17/09. There are no partial credits for units that fail to meet the requirement.
