Options for abating late filing fee for solo 401(k) 5500-EZ?

For a Form 5500-EZ for a solo 401(k) that is required to report, and that will be filed about 2 months late (the taxpayer's personal return had a valid 6 month extension), are there any options for completely waiving any late fees? Or is using Form 14704 and coughing up the $500 the best one can do?

There are no other delinquent returns outstanding and this is the only return for this solo 401(k) that has ever been filed late.

I once filed a 5500EZ late and enclosed a letter saying "Oops, I'm very sorry" and they didn't press the issue. But I think I was only a couple of weeks late, and I file my own taxes, I didn't use a paid preparer.
