Sabbatical leave moving expenses

We have someone visiting on a 1-year sabbatical leave, and we are paying for her family to travel. It looks like it probabaly qualifies as moving expenses, since it's more than

50 miles and for more than 39 weeks. That would make the family travel deductable, as I understand it. If so, does that mean that the university can treat it as a qualified expense for their accountable plan? It seems like this question should come up all the time, but I can't find a clear answer. Thanks for any advice,

-Mike
