If tax has been assessed by the IRS in 1999 but has not been collected yet is there a statute that eliminates the taxed owed?

IRC 6502. 10 years.
There might be exceptions.
Also, is there state tax involved?
...or extensions to the 10 year period.
If the assessment changed items that affect your state income tax, there may be a change there that needs to be dealt with (and/or needing payment).
