I don't think you meant to say the "giver" as the "giver" is the United States of America. This is a non-service connected disability pension benefit that is tax-free to the recipient.
To the Vet, yes.
But when used by the Vet to obtain care for themselves, which is what it's supposed to be used for, that payment received by the caregiver becomes taxable income to the care giver.
