W-2 and 1099

I was paid by a non-profit organization to provide services to my 87 years old mother. I was issued w-2 at the end of the year. I used that money and paid another person to provide the same services that I was supposed to do for my mother. Do I need to issue that person 1099? Would it not be considered double taxation? I didn't take any deductions in my returns for cash payments that I made to that person.
