W2 with only local wage tax (Live in NJ and work in Philly)

I live in NJ and work in Philadelphia. The city wage tax is applied as credit to the NJ state taxes so we don't have state tax taken out of our paychecks. This year (first time this happened) we receved 2 W2's for working at the same company. One is the normal one with everything filled out. The other is a W2 with only boxes 15, 18, 19 and 20 filled in with the Phila. wage tax information. Because everything else is blank, Turbotax won't let me efile saying that box

1 cannot be 0. Is there any way around this? Does this 2nd W2 need to be filed seperately or can I combine it with the first W2?

Most likely, the second W-2 is just the local copy of the 1st one. I see this all the time in Cincinnati where tax is withheld for several local jurisdictions. The W-2 provider's software can't handle it well so they generate a 2nd W-2 with just the local wage information on it. Just enter it in the local tax part of the W-2.
