I'd expect it to be on the new versions of form 8606. That's where you declare Roth conversions, so all they have to do is add a few lines where you declare when you're taking the income.

For every tax year, revisions to forms are required to handle changes in the tax treatment. The IRS has always responded to that need, by providing such revised forms in time to file. Why should you expect that a revised 8606 form would not be available in late 2010 or early
2011?
And it's not like this is a last minute change to the tax code. In those cases, it sometimes takes until Jan or Feb for them to produce the new forms. But they have over a year's warning about this, unless Congress makes other changes to it next year.
In the spirit of the season I prefer to be grateful that they're not wasting money perfecting a form that won't be needed until a year from now.
If you want to see what they'll PROBABLY do, take a look at the 1998 Form 8606, which is also available on the irs site. That was the one previous time where a multi-year split of Roth conversion income was in play.
