My ex-wife forgot to pay Connecticut estimated taxes. She owes about $1800 to CT, but I thought as you can on a 1040 enter the taxes paid to CT. Normally I see this amount entered from W2 in the state box, or in estimated tax payments. So where does she enter the $1800 she has to pay on the 1040? Thanks.

It doesn't matter what year the taxes are owed for, just when you paid them.
So if she's paying $1800 THIS year, then she'll deduct it NEXT year when she files her 2015 taxes. It will go on Schedule A under "State and local taxes you paid".
The tax return she's filling out now will only have deductions for state/local taxes she paid during 2014. So that will be anything that was withheld on the W2, estimated taxes paid last year, and tax she paid when filing last year's return.
