FSA advising "most consumers" to contract back in to S2P

Hi,I have recently received a leaflet from the FSA about S2P. Oneparagraph stands out in which is says "Independent analysis that havebeen done for us suggests that most consumers are likely to befinancially worse off by contacting out or staying contracted outduring 2006/7."I have never heard any specific advise on whether to contract in orout. Does anyone know the reasons for this statement? Who are these"independent analysists"?M
