Info about FSA requirements

I am trying to get details about the FSA and its requirements for positions in the financial sector in the UK. Specifically, I am trying to get details on spent convictions and the hiring process in the UK. Say an individual had a conviction from a decade ago for a non-financial related issue outside of the UK and decided to move to the UK for work. The conviction is considered spent under UK law but does this also apply to job application in the financial sector? I know some jobs require you to disclose all convictions spent or not, but not sure about FSA. Also, bear in mind the position is not that of a regulated individual. I have tried reaching out to the FSA inquiry line but not could get a clear answer. If anyone has any knowledge - say from personal knowledge or from HR knowledge I would greatly appreciate it.

If the individual is not to be regulated why should the FSA need to know? Or even be asked? Mind you, if the guy's a felon what's he going to be asked to do in the financial sector - make the tea?

Thank you for the reply. However, I think you may have missed the basic point here. If a conviction (in this a felony as you stated) is considered spent in the UK will it need to be reported? If not, regardless of felony/misdemeanor it would appear the "slate" is wiped clean. From my understanding the UK does not have a concept of felonies. In regards to the point of why the FSA would need to know - some jobs are exempt from the spent conviction policy. I am trying to find out if this is the case with a job in the financial sector.

Perhaps I should have said, if the job is not regulated then the FSA doesn't come into the equation, but some other rule might.

What do you mean by 'regulated individual' The FSA handbook is on their website. It's very complicated. But it does mention the types of position/responsibility for which you would need clearance, and the situation regarding convictions. Since it is rather complicated, it could be the FSA could not answer a general telephone enquiry. The may need to know the exact nature and sector of a particular job, and need to look at the particular conviction in context.
