Nobody's organising anything criminal on Twitter.
People are using it to find out which stations are open, where they can meet to clean up after the riots and which areas are worth avoiding.
So why would you want to keep law-abiding people in the dark?

They could ask, but without a court order they wouldn't get. And blocking access to a website is more complex than it seems. Not to mention that it wouldn't block access via mobile phone apps, anyway.
