Sales Tax on International Orders?

Is California Sales Tax due on orders that are imported into the U.S. from outside the U.S.? I have one accountant telling me "no, because you pay an import duty instead" and another accountant is telling me yes. The sales tax board doesn't give me a consistent answer either.

"Use tax" however will most likely be due.

If there is a credit allowed for any import duties against the use tax, well, you'll have to ask the state revenue department about that.

That answer is wrong. If you don't owe sales or use tax, it has nothing to do with the import duty unless California collects its sales tax at the same time any import duties are levied.

Sounds right, though I cannot imagine California subsidizing import duties.
