Looking for low exposure brokerage

I'm looking for a low market exposure brokerage in which to hold TIPS in an IRA for 10 years or more. This is intended to be a repository for the highly secure portion of a portfolio, similar in function to gold, but without the downside risk, and with the prospect of making a small amount above inflation. I would therefore like to avoid market makers and investment banks and brokerages or wire services owned by such or with significant exposure to market conditions. The only such brokerage I have found so far is Edward Jones, but I would like to find one or more alternatives with lower markups and commissions. If you are in US government backed instruments and insured accounts, what downside is there? And if you pick some small outfit that nobody has heard of, and they get in trouble, are they going to have the reserves to cover you before they fold up and need hand you off to the insurance company?

You can buy TIPS using Treasury Direct from your bank account. I wonder if you can open an IRA in the bank of your choice and buy TIPS from there using Treasury Direct.
