Sales Tax Problem

In Arkansas we have a state sales tax of 6%. However almost every city and county municipality has a local sales tax. By state law, the local city and county sales taxes can apply to only the first $2500.00 of the transaction. As an example, in Little Rock, on a sales transaction of $5,000.00, the sales tax on the first $2,500.00 would be 7.5% and the tax on the next $2500.00 would be 6%. To further complicate the issue, my customer, a nursery who has a combination retail and landscaping operation must charge the local sales tax on all merchandise sold anywhere in the state, 7.5% in the case of Little Rock, but on services, i.e. landscaping, they must charge the tax of the local municipality, and conservatively there are at least 100 different tax rates for the different cities and counties. In my mind the only solution would be an editable sales tax, which I do not think is possilbe with Store Ops. Any ideas would be greatly appreciated. Thanks for your time and knowledge.
