Rebalance a 401K by moving share out of one fund and putting them in a new fund

My question is is there a way to change funds within a 401k and retain the real investment returns.

In January I rebalance my Goverment TSP (401K). I moved money from a G Fund ( money fund and a large cap fund to a Small and International funds. I entered the the transactions in different ways ie.. sell and buy, shares in and out, In all cases my returns go from plus 26% to a loss of 12%. This dosent seem to be right and gives me false reports and portfolio results. The balance of my 401k dosent really change, I am just transfering money between funds.
