I need to set up in Q2008 a short-term loan with an interest rate based on the prime rate. I don't see a variable rate option in Quicken. Any thoughts? Thanks.

Not possible.
You can modify the loan each time your rate changes, but Quicken has no variable interest rate capabilty.
