2 claiming same dependent

Sister is claiming her grand daughter(GD) for past 4 years. She satisfied IRS requirement for being able to claim her. Grand daughter moved out in August of 2019 to live with aunt in another state. Aunt filed first and claimed the GD wrongly. My sister's efiled return was rejected and then paper filed. Question now: Will she get her rightful refund before IRS makes a decision on tiebreaker? Or will she have to wait for the decision? How long a process is this anyway? She has ironclad documents and should win the decision.

Others here will know better. But my understanding is that the IRS will normally audit both returns and then decide who gets to claim the child.
