2010--I owe roughly $800 in taxes. I withheld $8650
2009-- My tax was roughly $10,126 but due to a lot of withholding, I got back $1909.
It looks like I overcompensated and didn't withhold enough in 2010.
I will certainly adjust my W-4 in 2011.
But will I be hit with an underwithholding penalty and will I be required to pay quarterly taxes in 2011 (in spite of adjusting the withholding?)

In general, there's no penalty if you paid at least 90% on time, so based on what you've told us you're probably OK. If there is a penalty, it will be peanuts.
For 2011, to avoid a penalty you'll need to make timely payments (withholding and estimated) of the lesser of 100% of your 2010 tax or
90% of your 2011 tax. If you adjust your withholding to be at least that much, you won't need to pay estimated tax.
Famous tax hack: withheld tax is treated as though it were paid in four equal installments, even if it wasn't, so if you see in October or November that it won't be enough, tell your employer to crank it up for the rest of the year.

In general, there is no federal underwitholding penalty if the amount owed is less than the larger of $1000 or 10% of tax shown on the return.
This assumes that you had all of the tax withheld and did not have any estimated payments. If you made estimated payments, there could be additional complications.

Now, I am not a tax pro, but it seems to me you are safe on both counts, since $800 is both less than $1,000 and also less than 10% of the tax due, which from what you wrote I assume should be somewhere around $8650 + $800 = $9450.

Assuming you didn't make any 2010 estimated tax payments, no. Your
2011 balance due after applying withholding is less than $1,000. See IRS Publication 505.
