Amending Form 8288-A

The situation is that my client submitted a Form 8288-A with an old SSN and received a stamped copy from IRS a while ago. Then, he filed his personal tax return with a new SSN after getting VISA. Is it possible to amend the Form 8288-A and claim the withholding?

In fact, I called IRS and they told me to read the Publication 17, which is not helpful at all lols~.

Was your client the buyer or the seller? Why did the SSN change? You probably need to know the answer to these questions before you will know what to do.

For instance, if your client was the seller, and there was an error in the SSN provided to the buyer, then I would guess that the buyer would have to amend the filing (though I don't know how that would be done). Alternatively, the seller might be able to document why and when the SSN was changed and attach that explanation to the return claiming a refund of the withheld tax. I'm sure there are other possibilities, but this is not an area where I am proficient.
