I have been waiting for the stamped Form 8288-A from the IRS but received nothing yet. It has been over two months since I have disposed of my US property as a foreigner. I've had to hand over 15% FIRTPA and now I would like to claim that money back. My question is: can I still file and claim even though I do not have a stamped form 8288-a from the IRS?
