Business Deduction?

My access is back! I have a friend coming over to help fill out his forms. He has had help from the policeman's club before. As a policeman, he is required to have either a home phone or cell phone where the county can call him. He was told that because he is required to have it, he can take it as a business deduction. My opinion would be that if it is used for personal use as well, it would have to be pro-rated. If the county never calls him, and he ever uses the phone for personal use, there would be no deduction. Does this sound correct?

The first phone line in a residence is always considered personal. Since he only has to receive calls, not make them, it seems there would be no additional expense that could be allocated to business income or claimed as an unreimbursed employee expense.

Beyond that, how likely is it that his total unreimbursed employee expenses plus other stuff in the same category will amount to more than

2% of AGI, assuming he even itemizes in the first place?
