On the capital loss carryover worksheet for the 2021 tax year, line 4 says "Enter the smaller of line 2 or line 3b"

in HTML, and this line is the same in the PDF instructions.)Only problem is, I can't find any line 3b, neither in the worksheet nor in Schedule D. Is that a typo for "line 2 or line 3", or have I missed something?
(The PDF instructions for the 2020 tax year have the same typo, if it's a typo.)
