I use TurboTax deluxe. I have been unable to efile my 2018 return due to an error on form 2210. I underwitheld but qualify for the 85% exemption. I entered that on the line next to Block A. IRS sent an error message saying "Waiver explanation statement must be attached to Form 2210". Have other tax software problems solved this issue?
Do all tax software programs have problems with From 2210 for 2018?

TurboTax expects to have this fixed this Friday, Feb. 22.

It wouldn't surprise me if other software vendors are having trouble with this. They have to implement it in a rush because it was a last-minute change, and the instructions from the IRS weren't entirely clear.
