I was about to send a Form I-9 to a client for him to give to subcontractors, but noticed that the instructions defines employer as "including those recruiters and referrers for a fee who are agricultural associations, agricultural employer, of farm labor contractors."
It looks like the Form W-9 would be sufficient. Is that correct?
(By the way, the relationship is definately that of contractor and subcontractor.)
