IRS Form Design

I got a request for explanations because of errors I had made on my return. So far so good. However, the form asks me to return the "Installment Agreement Repuest". And they say to fold the form so the IRS address is visible in the window. That means folding it and the attached papers into little pieces. And, since I am not in the USA, the window does not have room to write "USA", neither does the form because the address is followed by some mysterious code.

Don't use the IRS window envelope. Copy the address onto your envelope of choice.
