What does this mean? People sent in returns before last minute changes in the law, and the IRS postponed processing until the changes to the law were made? I don't get it.

Those people would have had to file their 2010 returns in early December in order to file before the last changes in the Internal Revenue Code.
Yes, the IRS postponed processing to bring the their computer system in line with those most recent changes.
