I have a client whose late grandfather may need to file 2011-2013 NYS (and NYC) tax returns. If I do this, do I need to register with NYS?

If you are one of the people listed you do not have to register. If you are not one of the people listed you do have to register. There is no fee if you are not a commercial preparer. I.e., you will not be preparing 10 or more NY tax returns.
