Best way to send Rupees 4000

I owe someone in India the sum of about 4000 Indian Rupees. I'm not accustomed to sending money and was wondering which is the best combination of cost/security/speed for an amount of this size. The recipient doesnt have a PayPal account so would I be right in thinking that some sort of bank draft would be suitable? Thanks for ny advice received. Vet Tech

In a similar situation recently, but paying someone in Ukraine, I used Western Union for the first time. I was a bit reluctant because of all the scams you hear, but in practice it worked fine and they were pretty vigorous at checking you out and making sure you knew what you were doing. Did it on the internet but they followed it up with a phone call to check me out, check if I personally knew the person I was paying etc, clearly to try and catch any potential scams.

IIRC to send £300 it cost about £30 and was available to collect in an hour or so. You have to give the recipient a code you have been given and then they go to a bank or other agent in their country with the code and photo ID.

Afterwards I was told MoneyGram from the Post Office or Thomas Cook would have been cheaper. But I've yet to try it.

For small sums of money I buy the rupees and pop them in an envolope and send normal postage.
