My friend is a self employed graphic designer (sole trader). He is going to the States soon to visit an art and design fair . Can the travel, accommodation, entry fees be claimed as a business expense, either in full or part?

As long as they are wholly and exclusively incurred in the course of his business, I.e he doesn't tack a holiday onto the trip at the same time. Though even if he does, he might be allowed to 'apportion' the amount but it might be wise no to take the risk

If it's genuine business reasons for going to the uSA, such as the art and design fair, then it is all business expense.
