Capital Gains or not applicable

Not sure about this one - I'm actually asking on behalf of someone else, but they are selling up and moving from their primary residence to live in their second home which is abroad. Are they liable for Capital Gains Tax?

Only if the place they're selling has *not* been their PPR for a substantial part of the time they owned it, and sometimes not even then.
