My wife earns 17,500 a year. She gets on avarage a month 1,143 after Tax and N.I. Which means she is paying 3,781 a year on Tax and N.I.

Is she paying to much Tax and N.I?

No, it's spot on. Income tax is 2432 and NI 1353 (rounded up). So net pay is 13714 pa or 1142 pm (rounded down). Check with online calculator like
