Making capital gains instead of income

Having just cleared all my debts, including mortgage, I'm now starting to build up savings that I need to invest.

In the short term the amounts I'm going to have to invest will be fairly small but I have no need for any income at all so I'd like an investment that would give a capital gain rather than income (so I can use my capital gains allowance up)

I suppose an ideal investment would be low risk 0% bonds maturing in one to three years. Do such things exist? (and would this count as a capital gain?)

I know about fixed interest and index linked savings certificates. But is there anything that can be used to soak up a capital gains allowance?
