MINT card - is it *really* 0% APR?

I see MINT are offering a 0% introductory rate until 01/09/2005 on new applications for their card, however, there is a charge of 2% of the amount transferred (minimum 5, maximum 40). If there is any % charge on the amount transferred, then surely it can't be 0% APR, can it?

I thought APR took account of *all* charges on an account, not just the monthly (or annual) interest rate. Is MINT just taking advantage of the confusion around the calculation of APR?
