How long did it take you to find that? Why do a lot of employers use a P38 when they shouldn't? Why would someone who did payroll for a lot of clients deal with it correctly immediately?

Perhaps either (1) they can't read/understand the HMR&C guides, or (2) the guides are wrong/misleading?

If (1), then I wouldn't suggest they even try. If (2), then it is HMR&C's fault, surely - so HMR&C can't complain!
