You'll find that the whole purpose of the exercise to redraft the regulations was to shift the focus of licensing to the premises. Damned convenient for the BBC -- now all they need is a print-out of unlicensed premises and they target them with an unremitting blizzard of computer-generated questionnaires and veiled threats of the dire consequences if your premises have a TV installed and isn't licensed. Luckily there's no law that says I have to answer them so they all get binned.
